Michigan provides 138 new COVID-19 outbreaks, per Oct. 25 report

    State officers notice that the chart doesn't deliver a complete graphic of outbreaks in Michigan, and an absence of recognized outbreak in a selected atmosphere is not facts that the environment is not having outbreaks.
